Heather Werner
Interim Director, Sustainability and Mobility Department, City of San Diego
Heather is the Interim Director of the Sustainability and Mobility Department at the City of San Diego overseeing implementation of the City’s historic Climate Action Plan, transition to zero emissions energy, and enabling mobility options for all residents and visitors. She was most recently the Deputy Director for Energy, leading teams dedicated to municipal energy, zero emissions vehicles, and energy market and regulatory activities. Heather has over 15 years of experience in business strategy, policy analysis, and project management in multiple industries. She was the Principal of Semper Varia, providing operational and strategic guidance on market opportunities and risks for companies throughout the distributed energy industry. This followed her role as Director of Strategic Initiatives, Markets, and Policy for a residential solar financing company. Before her return to California, Heather spent several years with the US Department of Defense in Afghanistan leading the energy program of an economic stabilization task force – specifically market-based rural electrification projects and energy resource development transactions. Heather holds a BA from Amherst College and an MSc from the London School of Economics and Political Science.
